A strategic gateway to the city
Woking is a major commuter hub an hour out of London which is shaped by daily movement between town, station and city. Delivered for Victoria Square Woking Limited, a joint venture between Moyallen Holdings and Woking Borough Council, the scheme combines retail, residential, hotel and civic uses in a high-density development that anchors the borough’s wider Town Centre Masterplan. The £700 million project was one of the largest urban regeneration schemes in Surrey at the time.

Elevating the ground level
Anchor tenants including Boots and Marks & Spencer are positioned at key nodes throughout the masterplan, driving circulation and reinforcing east–west pedestrian connections. A new gateway into the town centre on the western side, with Commercial Way forming a key link in the retail circuit, extends the development’s reach into the wider urban fabric. The mix of public realm, medical facilities, restaurants and parking draws residents and visitors to the town centre, establishing Victoria Square as a central hub for daily life in Woking.
Sustainable vertical urbanism
Three towers rise above the podium: two residential towers providing 392 apartments and a 23-storey hotel tower housing 189 rooms, a top-floor restaurant, a ballroom and 894m² of conference space. The highly energy-efficient design incorporates a CHP-based district heat network, supporting Woking’s growth as a business destination and setting a precedent for high-density urban regeneration in the UK’s regional centres.


After opening, footfall in the town centre rose by 8.5% from 2023 to 2024. A popular local performing arts academy also relocated to the development, bringing over 600 staff and students per week. The project has generated an estimated 1,500 jobs across construction, retail and hospitality, and Woking town centre’s occupancy rates grew by 10–15%, placing it 5-10% above comparable towns across the UK.
